PHASE-III SUBSEQUENT COUNSELING FOR VACANT/LEFTOVER SEATS IN COLLEGES OF EDUCATION

If the seats after phase-I and phase -II of counselling for B.Ed. course under Govt./ Govt.Aided/ Maintained college of Education and Self- Financing Scheme Colleges of Education still remain vacant, then, next phase of counselling i.e. Phase-III for vacant/ leftover seats in all the colleges will be conducted by C.R.S. University, Jind with a late fee of Rs. 1,000/- and every candidate has to apply afresh. The candidate can register online after the last date of admission of Phase-II i.e. 19-09-2019 (after appearing advertisement in newspapers/ website). However, their applications will be considered in Phase-III, only if, the seats remain vacant after counselling of Phase-II. In case the need arises, the next counselling i.e. Phase-IV will be conducted with a late fee of Rs. 2,000/- and every candidate has to apply afresh again. The cut-off date for the last admission will be 30-10-2019 in all respects. The schedule for filling up these vacant seats will be displayed
on the website and will also be notified in two national dailies.

Cut off date for eligibility will be the last date/time of online choice filling.

Note: After subsequent counselling for vacant/leftover seats in colleges of education, no further counselling shall be conducted by the University for admission and no college shall be allowed to make admission beyond 30-10-2019 even if seats remain vacant, to meet the minimum requirement of 200 days compulsory teaching as per NCTE norms. Further the Hon’ble Punjab And Haryana High Court, Chandigarh has decided in the CWP No.-25707 of 2015 that once the last date has been notified by the admission making authority, therefore, there would be no extension under any circumstances.

How to Apply

Registration
  1. Visit the website http://www.hrybed.in or http://www.hrybed.net or http://www.crsujind.org
  2. Read the “Key Dates”, “Prospectus” and “How to apply” thoroughly. Visit these websites frequently for latest updates. Admissions will be purely ONLINE. No written information will be sent to the candidates by post. Merit, allotment letter etc can only be downloaded.
  3. New candidates have to register fresh by pressing button “New Registration”. Fill all fields like name, father’s name, address, qualifying exam details etc. Mandatory fields are marked with a small red star.
  4. The seats shall be distributed as 1) Haryana General: 85%. Bonafide Residents of Haryana come under this Category. Candidates who have passed their qualifying examination from a University in the State of Haryana will be deemed to be Haryana residents and will not be required to submit certificate of Bonafide residents of Haryana. 2) All India Category: 15%
  5. Your merit will depend on the percentage of your qualifying exam. Higher percentage amongst your UG / PG result will be taken. So fill details of all exams passed.

  4. When you complete the application, RECHECK all fields. Then press the button, “Submit to Generate Application No. and Password”. Your Application no. and password will be generated. They will be displayed on the screen and will be sent to you through email and SMS as well. In case the application cannot be submitted then you must have left some field blank. Scroll up and complete the field marked with a red star or message at bottom in red colour. Then resubmit.
  5. Keep the Application No. and Password safely with you. It will be required a number of times to log in and download different items. To log in you have to give your Application number and Password in the space provided in login section
  6. After this take a printout of the application (for your reference) and bank’s challan showing the fees to be deposited in your chosen bank.
  7. In case you forget your Application no. and / or Password, you can get them by pressing the button, “Forgot Password”. They will be emailed to your registered email address.
  8. On the top of Home page you can see different buttons like, “Home”, “Prospectus”, “Colleges”, “Key dates” “How to Apply”, “Seat Matrix”, “Bank List”, “Advertisement” and “Help desk”. You can refer to them anytime for necessary guidelines.
Choice Filling
  1. After you deposit your fees in the bank, it takes 1 to 2 days to reconcile your payment. So after depositing your fee you should visit the website again after a minimum gap of ONE DAY. You should Login and you will be directed to the choice filling page. 
  2. In case your payment is not reconciled by then, you should go to tab “My Status”. Press the button “Fill Transaction ID” and fill in your Transaction ID. If it matches with the bank record then you will be directed to the choice filling page.  If you still find any problem, report it to the helpline.
  3. You can call the helpline nos. during office hours for technical problems related to filling of Online Application Form.

  4. Press “Add New Choice” to add new record. Select the desired District and then desired College and Press “UPDATE” button. This shall be repeated for adding each new college. You can press button “Save Choices” in between and again start adding choices by pressing “Modify Choices”.  Finally save the choices selected. You should select minimum five no. of college choices. There is no compulsion of selecting maximum number of choices.
  5. Candidates are permitted to change preference of their Colleges, delete and add new Colleges any number of times before the last date / time and till they lock their choices.
    • ‘Add New Choice’ Button is used for adding new College.
    • ‘Remove All Choices’ Button is used for removing all Colleges chosen earlier.
    • Interchange Choices’ Button is used to interchange the two Colleges selected. You have to select the Colleges to be interchanged, by clicking the boxes in ‘Select’ column.
    • Edit Button’ is used to change the College selected earlier.
    • After using edit option ‘Update’ and ‘Cancel’ Button will be displayed in its place. ‘Update Button’ is used to update the changed College. ‘Cancel Button’ is used to cancel the change done.
    • Delete Button’ is used to delete the College chosen earlier.
    • Up Button’ will shift your College choice up by one serial number.
    • Down Button’ will shift your College choice down by one serial number.
    • After all operations ‘Save Button’ is used to save the final choices. It is necessary to save the choices displayed on Computer screen before closing the website otherwise all information will be lost.

  6. At the end press “Logout” to end the internet session. In case you forget to do so the next candidate will not be able to fill fresh form on the same computer.
  7. Candidates can Log in and take printout of their application / challan / College Choices any no. of times. They can modify their choices any no of times before the last date.
    Merit generation and Seat Allotment
  8. On the scheduled date Merit list will be prepared and displayed. All candidates should verify their details. If your name has not appeared in the list then immediately inform us and send a scanned copy of your challan and application printout to jindbedhelp@gmail.com
  9. On the scheduled date of counselling, the locked choices will be processed. The list of candidates along with allotted College will be displayed on this website. Allotment will be done on the basis of Merit, Choices and available seats.
  10. Candidates should download their allotment letter from the website. They should approach the allotted college with in permitted time.
  11. If required the website may remain closed from 7 PM to 8 PM for regular maintenance.

Fresh Online applications are invited for B.Ed. regular course admission against vacant leftover seats in Govt. / Aided and SFS College of education situated in Haryana. The Candidate who had applied earlier but could not take admission due to any reason, also have to apply afresh along with Reg. as well as counselling and the late fee of Rs.2000/-(General Category candidates)and Rs. 1625/-(For SC/BC/PH/Female candidates of Haryana only).     Eligibility Conditions for Admission to B.Ed. Two Year Regular Course

    Candidates with at least 50% marks either in the Bachelor Degree and or in the Master's Degree or any other qualification recognized as equivalent thereto are eligible for admission to the programme.
    Note:
    (i) There shall be no rounding off of the percentage of marks of the qualifying examination from0.5%
     and above to next higher number for determining the eligibility i.e. 49.5% and above will not be rounded off to 50%.
    (ii) 47.5% marks for SC/ST candidates of Haryana State only. As per letter dated: -16-07-2014
    (iii) 47.5% marksforBlind /persons with disabilities and visually/Hearing Impaired candidates.
    (iv) In case a candidate has passed the Master degree examination also afterBachelor Degree, the higher percentage of marks obtained in either ofthe two will be taken into considerationwhile preparing themerit
    (v) Compartmentalcandidateswill not be allowed admissioninB.Ed.(RegularCourse)inanycase.

    (vii) One year PG diploma in any subject will not be considered equivalent to Master'sDegree.


    NCTE Guidelines Regarding Eligibility

    Eligibility:
    (a) Candidates with at least fifty per cent marks either in the Bachelor's Degree and /or in the Master's
     Degree or any other qualification thereto, are eligible for admission to the programme.
    (b) The reservation in seats and relaxation in the qualifying marks in favour of the reserved categories

     shall be as per the rules of the concerned government.

    DIVISION OF SEATS 50% of the total seats in each college shall be reserved for Group-I i.e. Science &Arts with Maths group candidates. Other 50% seats shall be reserved for Group-II i.e. Arts & Commerce Group Candidates.
    Note:
    a. The seats which remain vacant inGroup-Ii.e.Science&ArtswithMaths-group can be converted in Group-II i.e. Arts & Commerce Group and vice-versa. Such vacant seats of one group will be converted in the same category(GeneralorReserved) of the other group and instill these seats remain vacant only then these will be converted into GeneralCategory. The vacant seats of SC Categories in Govt./Govt. aided/ Maintained Colleges of Education /UTDs will not be converted into GeneralCategory.
     b. In case of TauDeviLalMemorialCollege of Education, Manana (Panipat)out of total seats 5% seats shall be filled up with the consent oftheGramPanchayat.(Reference letter by the Financial Commissioner and Secretary to Government Haryana, Development and Panchayat Department: Endst No G-I-2001/ 24132 136 dated 5.6.2001).

    DISTRIBUTION AND RESERVATION OF SEATS 

    (A) Distribution of seats
    The seats shall be distributed as under:

    • 1) All India Category including Haryana: 15% 
    • 2) Bonafide Residents of Haryana: 85% 

    (B) Reservation of seats for Bonafide Residents of Haryana The seats will be reserved inGovt./ Govt.Aided/ Maintained college ofEducation/ UTDs as per detail is given below:

    In the event of quota reserved for Persons with Disabilities remain unutilized due to non-availability for the suitable category of Persons with the disability, it may be offered to the Ex-servicemen and their wards(1%) and the dependents of Freedom Fighters(1%).
                                  Further, 3% Horizontal reservation is also provided to Ex-servicemen/Freedom Fighters and their dependents by providing reservation within the reservation of 1% of the general category, 1% out of Scheduled Castes and 1% from backward classes' category for admissions to the various educationalinstitutionsoftheGovernment andGovernment aided/institutesLocatedinHaryana. As far as for block allocation in BlockAand Block BofBackward ClassesImpairment/Persons suffering fromLocomotorDisabilityorCerebralPalsyshould be indicated clearly. For example, if BlockAofBackwardClasses are given seats in the Academic year 2014, the next Block i.e. B Block of categoryofBackwardClasseswill be given seats in the next academic year i.e. 2015 and so on. The Head of the Department concerned shall maintain the record for the purpose.
    Note: A roaster for reservation of Ex-Serviceman/Freedom Fighter be maintained and carry forward all fractions till one seat is accumulated through different fractions over the years. As and when the total comes one, a seat will be provided in the prospectus. (Chief Secretary to Govt. Haryana Letter No. 23/27/2004-2 GS III dated 5.12.2008 Annexure-XIII).

    Note:- Tau Devi Lal Memorial College of Education, Vill. Manana. 95 seats will be filed by
    online counselling and the remaining 05 seats are reserved for village Manana. These 05 seats
    shall be filed by the institute with the consent of the Gram Panchayat on the basis of merit
    before the cutoff date of the admission, i.e. 28/10/2017.
    The seats meant for Haryana Domicile, if left vacant will be filled up from the applicants
    of All India Category who have already been registered online up to the last date of
    registration or submitted the application up to the last date as mentioned in the prospectus.
     Mechanism to fill up unfilled seats of Haryana domicile from All India Categories in the Self
     Financing Scheme Colleges for B.Ed. Two Year Course (Regular) 2017-
     18 in the State of Haryana.
    (i) All admissions will be made through online centralized counselling by the University.
    (ii) The colleges will not be allowed to fill up unfilled seats at their own level.
    (iii)The seatsmeantforHaryanaDomiciles, if left unfilled, will be filled up from amongst the applicants
     ofALLINDIACATEGORYwhose applications have already been received upto
    the last date of receipt of applications.
    (iv)If numbers of applications received for B.Ed. admission is less than the number of available
    seats, then the fresh schedule of admission for filling up remaining seats will be given at a later date
    on the website and will also be notified in two national dailies.
    (v) If the seats after phase -I of counselling for B.Ed course still remain vacant, then, subsequent counselling
    for vacant/left overseas will be conducted by Chaudhary Ranbir Singh University, Jind,
     with the late fee. The schedule for filling up this vacant seatswill be displayed on
    the website and will also be notified in two national dailies having wide circulation.
     (vi)In order to give wide and broad access to candidates all over the country the admissions for
     B.ed course shall be made through online off campus counselling by the University
